President Biden Announces Key Nominees

WASHINGTON: President Joe Biden today announced that he will nominate these leaders to lead his administration.

Shailen B Bhatt: Nominee to Administrator of Federal Highway Administration, U.S. Department of Transportation

Nominee Jeff Marootian for Assistant Secretary for Energy Efficiency and Renewable Energy at the U.S. Department of Energy

Stephen A. Owens is nominated for the position of Chairman on the Chemical Safety and Hazard Investigation Board

Shailen Bhatt Nominee as Administrator of Federal Highway Administration, U.S. Department of Transportation

Shailen Bhatt, Senior Vice President for Global Transportation Innovation and Alternative Delivery at AECOM is a multi-national infrastructure consulting firm. Bhatt was previously the Colorado Department of Transportation's Executive Director, the Cabinet Secretary of Delaware Department of Transportation and a presidential appointee to the U.S. Department of Transportation. Bhatt was responsible for establishing partnerships, innovative solutions and collaborations to ensure safe, sustainable and cost-effective transportation systems in the 21st Century. Bhatt was previously the CEO of Intelligent Transportation Society of American, Chair of Board of Directors for National Operations Center of Excellence, Chair of Executive Committee of I-95 Corridor Coalition and a member of World Economic Forum's Global Agenda Council on Future of Automotive and Personal transport.



Jeff Marootian Nominee as Assistant Secretary for Energy Efficiency and Renewable Energy at the U.S. Department of Energy

Jeff Marootian is currently a Special Assistant to President in the White House Office of Presidential Personnel. Before his time in the Biden-Harris administration, Marootian was a member of Biden-Harris Transition Team. He previously worked in Washington D.C. as the Director of District Department of Transportation. There, he oversaw sustainable transportation technologies and the efforts to electrify the Circulator bus fleet. He also led the city’s adoption of the Transportation and Climate Initiative. Marootian was responsible for modernizing hundreds of miles worth of sidewalks and advanced infrastructure projects such as the reconstruction and expansion of bike and bus lanes and the Frederick Douglass Memorial Bridge.

Stephen A Owens is nominated for the position of Chairman on the Chemical Safety and Hazard Investigation Board.

Steve Owens is a U.S. Chemical Safety and Hazard Investigation Board member (CSB). He was appointed by President Biden and confirmed in December 2021 by the U.S. Senate. Owens was sworn into office in December 2021. He has been working to improve transparency and information sharing by the CSB. Owens also identified ways to reduce the backlog of CSB's investigative report. Owens has also increased collaboration and communication between agency leadership, CSB career professionals and other stakeholders. Before joining the CSB he worked as an attorney in Phoenix, Arizona. He focused on legal, safety, health, and advising clients on a variety of issues relating to chemical safety. Owens was previously the Assistant Administrator for U.S. Environmental Protection Agency (EPA) Office of Chemical Safety and Pollution Prevention. He was responsible for overseeing EPA’s chemical regulatory programs. As Counsel to the Subcommittee on Investigations and Oversight, U.S. House Committee on Science and Technology he was also Chief Counsel and later State Director. Senator Al Gore (D–TN).
